Film Permits Required for Commercial Activity
Newport Beach Municipal Code Section 5.46 stipulates that a permit is required for any commercial film activity, including still photography, that occurs on public property. This means if you're taking photos for business or commercial gain, including imagery for your website, you will need a permit.
Interference with Traffic and Public Peace Prohibited
Even with a permit, filming or photography cannot "unduly interfere with traffic or pedestrian movement" or "endanger the public peace or rights of nearby residents to the quiet, peaceable and unmolested enjoyment of their property".
Encroachment Permits for Obstruction
Blocking public right-of-way, including streets and sidewalks, may require an encroachment permit issued by the Newport Beach Public Works Department. These permits are typically for construction, but any obstruction of the public space may fall under this purview.
Site Fees for Commercial Photo Shoots or Filming begin at $1,000 per hour.
** Non commercial photographs taken with a cell phone for personal use do not require a permit. Have fun and enjoy beautiful Lido Marina Village!
